  • The Government has introduced the Rugby World Cup 2011 (Empowering ) Bill to Parliament. The Bill will affect local authorities along with service and facility providers.
  • A new Authority is proposed to consider temporary consents for events and services provided during the Rugby World Cup.
  • Those wishing to provide services and facilities during the World Cup period will have to establish, among other things, that their activity is reasonably necessary for the proper conduct of the Rugby World Cup, and that other necessary consents such as resource consents that would have been applicable under usual circumstances, have been complied with.
  • If an application is accepted by the proposed Authority, a public notification and submission process is provided for, with the effect on the environment being one of the major considerations to be undertaken.
